대통령 이해해보기

아래 글은 움베르토 에코가 이탈리아의 주간지 [레스프레소]에 연재한 칼럼 [미네르바 성냥갑] 중 한 편이다. 1998년에 쓰여진 글이지만, 그 시사하는 바는 여전히 유효하다고 생각한다. 동명의 칼럼을 간추려 모은 책 [미네르바 성냥갑]은 2004년에 두 권으로 나누어 변역, 출판됐다.

  어떻게 민주주의가 민주주의를 해치는가

  몇 해 전 한스 마그누스 엔첸스베르거는 정치가들(그리고 대개 권력을 가진 자들)이 오늘날 어떻게 해서 자신이 신경 써야 할 사람들을 이해하지 못하게 되는가에 관한 아주 설득력 있는 글을 썼다. 자신의 책임이 중요할수록 그들은 테러(또는 어쨌든 자기 내면세계의 침범)에 더 많이 노출되어 있다. 자신을 방탄차, 헬리콥터, 자가용 제트 비행기 안에 밀어넣는 경호원들에 둘러싸여 있을수록 더욱더 중무장된 집안에 틀어박히고, 먼바다에서 휴가를 보낸다. 세계에 대한 책임이 많을수록 그들은 세상에 대해 더더욱 모르게 된다.

  물론 그것은 파라오나 절대 군주들에게도 있었던 일이다. 하지만 민주주의 정치가에 대해 우리가 갖고 있는 이미지는 그와는 다르며 역할도 다르다. 사실 우리는 그가 길거리를 걷고 어린이를 쓰다듬는 모습을 보고 싶다. 그런데 어린이를 쓰다듬을 때도 권력을 가진 사람은 일종의 보이지않는 장막 속에 갇혀 있으며, 그 경계선은 중무장된 경호원들 집단에 의해 보호되어 있다. 혹시 소녀들, 더구나 20대의 아가씨들을 쓰다듬고 싶을 때도 마찬가지다. 화장실과 사무실 사이에서 경호원이 잠시 저쪽으로 몸을 돌린 틈을 이용하여 몇 초 안에 쓰다듬어야 한다. 투탕카멘이나 태양왕은 이따금 숨을 돌릴 가능성이 더 많았다.

  최근, 사실들에 대한 이런 지적과 함께 몇 주 전에 있었던 마리오 바르가스 요사의 논평이 머릿속에 떠오른다. 그는 섹스 게이트를 민주주의의 긍정적 표현이라고 칭찬하였다. 그의 말을 내 나름대로 정리해 보자면, 민주 국가에서 힘 있는 자는 카리스마 같은 매력을 가질 필요도 없고 논란의 여지가 없는 인물이 되어서도 안 되며, 오히려 강요당할 수 있고 또 강요당해야 한다는 것이다. 또한 많은 불신을 얻을수록 더욱더 시민들의 통제하에 머물게 된다는 것이다.

  잘 생각해 보면 이런 원리는 최근의 일이 아니라, 힘 있는 자들을 정치 풍자의 대상으로 삼기 시작한 근대에 탄생한 것이다. 파라오나 로마 황제들에 대해서는 어떤 정치 풍자도 허용되지 않았다. 병사들이 개선식 동안에 외쳤던 모욕들은 단 한 번 허용되는 축제의 방종 같은 것이었지, 무자비한 풍자나 일상적 악담, 결점에 대한 잔인한 강조로 이어지는 연속적이고 격렬한 비판의 지속적인 통제와는 아무런 상관이 없었다. 그런 것은 적에게나 사용할 무기였지(로마 교회와 종교 개혁 사이의 갈등 과정에서 나타났던 신랄한 풍자들을 생각해 보라), 자신의 주인과 영주에 대한 정상적인 통제 수단으로 간주되지 않았다.

  마자랭에 대한 최초의 풍자들, 18세기 영국의 풍자들, 프랑스 혁명 분파들 사이의 악담들이 있었고, 마침내 19세기에 들어와 정치풍자가 결정적으로 승리하게 되었다. 내가 풍자 이야기를 꺼낸 것은 풍자만화가 권력에 대해 대수롭지 않게 말하려는 방식을 즉각적으로 환기시키기 때문이다. 그런데 권력에 대한 그런 일상적 압력에는 모든 형태의 중상모략적 모니터링도 포함된다. 가령 질병이나 약점의 폭로, 옷장 속의 해골, 떳떳하지 못한 가족, 자유분방한 태도 등에서 점점 더 내밀한 ㅡ 정신적으로나 육체적으로나 ㅡ 부분까지 더듬게 된다.

  일반 사람은 대개 거기에 신경 쓰지 않는다. 하지만 만약 당신이 어떤 신체적 결함을 가지고 있다고, 부끄럽게도 우스꽝스러운 행동을 저질렀다고, 무능력하다고, 도둑이라고 말하는 소리를 매일 듣는다면(그리고 본다면), 그게 사실이든 중상모략이든 별로 기분이 좋지 않을 것이며, 당신이 아무리 무관심하더라도 전혀 익숙해지지 않는다. 그러면 당신은 어떻게 하는가? 당신의 충실한 추종자들의 패거리 안으로 피신한다. 추종자들은 질투심 많고 타락한 그 빌어먹을 모략가들에게 신경 쓰지 말라고 말하고, 자신들의 존경과 칭찬을 강조한다. 그런데 당신은 추종자들 패거리, 즉 당신의 정치적 생존을 위한 심리적 조건을 어떻게 유지하는가? 혜택의 그물을 이용하여 그들을 책임 있는 자리에 앉히고, 아주 강력한 상호 원조의 영역을 만듦으로써 그렇게 한다.

  그런 영역은 폐쇄적이다. 당신을 통제하기 위해 민주적 여론은 당신을 불신하지만, 당신은 민주적 불신에서 생존하기 위해 어쩔 수 없이 모든 통제에서 벗어난 비밀 권력 구조를 주위에 만들지 않을 수 없다.
